Per Supervisor Lisa Bartlett’s Fifth District E-Newsletter: “The Transportation Corridor Agencies (TCA) and Caltrans are proposing to build a direct, median-to-median, tolled connector to link the northbound 241 Toll Road and eastbound 91 Express Lanes and to link the westbound 91 Express Lanes to the southbound 241 Toll Road.
