Lands at Risk:  Car Tour of Development Proposals in the Hills

STARTING POINT
From the 57 freeway and Imperial Highway in Brea, head east 3.2 miles toward Yorba Linda.

The first view of the Aera Energy (Shell-ExxonMobil) project can be seen at the juncture of Kraemer and Imperial on the hills straight ahead.

Go past Valencia.
Go past Rose.

YORBA LINDA
Turn left at the corner of Bastanchury and Imperial in Yorba Linda. Then a quick left at the stop sign on Valley View. The Aera Energy (Shell-ExxonMobil) project is being built on the hills there -- 2100 houses on 855 acres.

From the intersection of Bastanchury and Imperial, head west back toward Brea, turn right onto Rose. It is 0.7 miles.

BREA
At Vesuvius (the traffic light) is the face of Carbon Canyon Dam on the right.

On the hills above the dam is the Olinda Landfill. Its upcoming expansion could generate mitigation funds to purchase hills around Brea.

Turn right on Valencia.

At the juncture of Valencia and Carbon Canyon Road (another 0.5 miles) is Olinda Ranch - 652 houses on 283 acres. The Olinda Landfill sits above these houses.

Proceed up Valencia into the development.
• Each house sits on a plastic liner designed to stop naturally occurring methane gas from seeping into the house. The homeowner is responsible for the health of each liner. The liner lasts about 20 years.
• Tar seeps occur on 2/3 of the site. Even though the land was excavated many feet down and clean dirt replaced the tar-saturated soil, the source of the tar is still under pressure from mother earth. Geologists have predicted the tar will find its way to the surface especially now that there are tree roots and sewer and water lines for the tar to follow.
• When state mandated inspections were made for the potential elementary school on this land, the school district found too many pesticides to count and abandoned its interest in the site.

On the west side of Valencia, an access road from the Tonner Hills project will exit onto Valencia in this locale.

Go back down (south) Valencia and turn right (west) onto Lambert (aka Carbon Canyon). The land with the nursery on it at the corner is owned by Aera Energy (Shell-ExxonMobil) and will someday be developed.

At the second traffic light (Sunflower) 55 houses have recently been built on 13 acres to the right (north). Their two entrances will be at Sunflower and Walden Way.

Proceed to Kraemer (fire station on northeast corner) and turn right. This will be the main entrance for the Tonner Hills community of 795 houses on 789 acres.

Go back onto Lambert, head west toward the 57 freeway and head north onto the 57 freeway.

Exit at the first exit, Tonner Canyon.

At the bottom of the ramp you can view the high long span bridge under the 57 freeway. It is the sole linkage between the Chino Hills and the Puente Hills for wildlife to cross. Two branches of the Whittier fault go under this bridge. The cost of constructing a full interchange at this site has helped keep this land from being developed. The topography would require major bulldozing, (cut and fill) in order to add a north bound entrance and a southbound exit at this site.

The small road under the bridge is currently only used by property owner vehicles. Turn left onto Tonner Canyon Road and pull onto the shoulder. Lower Tonner Canyon (now owned by the City of Industry) is accessed by the yellow gate on the left. The Tonner Hills property is accessed by the yellow gate on the right. This is also where the City of Industry has proposed a thoroughfare into Chino Hills. However, the oak and walnut woodland on the north facing slope has been protected as mitigation for the Tonner Hills development.

Turn around and drive under the bridge toward Brea. Aera – wholly owned by Shell-ExxonMobil - has proposed 3600 units on its land between the 57 freeway, across the backdrop of Brea all the way to Harbor Blvd. This is the location of the strip mall proposed by Aera and one of the main access roads out its proposed project.

Turn right onto Brea Canyon heading north (toward Diamond Bar). The land on either side of the freeway is owned by Shell-Aera. The rare walnut woodlands are part of a specially designated land by the County of Los Angeles (Significant Ecological Area #15) and the State Department of Fish and Game (Significant Natural Area #94).

Near the juncture of the 57 freeway and Brea Canyon Road, Shell-Aera has planned another strip mall and a second access into its project. Aera plans housing on both sides of the 57 freeway.

Turn left at Diamond Bar Blvd. Go under the freeway. This is now the Brea Canyon Cut-off.

ROWLAND HEIGHTS
Proceed to Pathfinder and turn left. Turn left on Rudy, then left on Mary Ann. The Shell-Aera land begins about five hundred feet below this site (south).

Make a U-turn on Mary Ann, turn left on Rudy, right on Pepperdale and then left on May Court. The Shell-Aera land begins about a thousand feet below (south of) this cul de sac.

Go back to Pepperdale, turn left and follow it down to Pathfinder.

Turn left on Pathfinder.

Turn left onto Fullerton Road/Harbor Blvd.

LA HABRA HEIGHTS
There is an equestrian tunnel into Powder Canyon near this intersection.

The Vantage Pointe homes on either side of Harbor Blvd. were built on property once owned by Shell but sold for development in 1981. This was immediately after the Board of Supervisors and the L.A. County Planning Commission had signed and adopted the Rowland Heights Community General Plan which, among other things, was established to preserve the viewshed and ridgelines for this once rural community.

South of Vantage Pointe, on Harbor Blvd. across from Old Fullerton Road, is a flat lot on the left that is a proposed soccer field. It is also near the site of the proposed access road for the Shell-Aera project. The lot is owned by Los Angeles County and included in the current Shell-Aera plan for an east/west road for Shell-Aera homeowners to access Harbor Blvd.

Construction was recently completed for a wildlife under crossing under Harbor Blvd. By reducing conflicts with wildlife attempting to cross Harbor, this tunnel will allow for safer movement for wildlife and a safer drive for motorists

Drive down (south) Harbor.

Turn left onto Whittier Blvd.

Turn left onto Puente.

The hills above Puente are part of the Shell-Aera project.

Turn right onto Northwood.

BREA
Stop at Berry. On the left, at the top of the street, Shell-Aera has proposed a housing development but, at the moment, no through-road has been planned. It might be considered for an entrance to a parking lot and clubhouse for a planned golf course.

Turn right onto Berry and proceed down to Central.

Turn left on Central (which becomes State College), then left on Lambert back to the 57 freeway.
