Lands at Risk:  Canyon Crest

LOCATION
The undeveloped hills north of Carbon Canyon Road, from Olinda Village east to the County line.

STATUS
The Brea Planning Commission will continue its public hearing on the Canyon Crest Project at its Tuesday, May 13th 7 PM meeting (Brea City Council Chambers).  Download a flyer on the hearing.

The City of Brea re-circulated the Draft Environmental Impact Report.  Download the Executive Summary as PDF by following this link (143 KB).  The Brea Planning Commission is scheduled to view a 3D simulation of the project as proposed by the developer at its Study Session meeting on Tuesday, November 27, 2007 at 6 PM.  Download the information flyer on this simulation.

The environmental documents are now under review even as the developer struggles with the constraints of topography (steep terrain), geology (unstable slopes) and traffic impacts to Carbon Canyon Road. The project has been downsized from the original proposal for 250 to 165 units. This 165 unit project is proposed on the ridges east of Olinda Village and north of Carbon Canyon Road. The Canyon Crest slopes are so steep fire trucks can't get to the houses in a timely manner. The project requires substandard (private) roads to make the development feasible.

Since it would be a gated community, the developer is also proposing a private trailhead entrance into Chino Hills State Park.

The project would bulldoze 1,900 native oaks and walnut trees so we would lose almost 12 mature native trees for every house. As yet the developer cannot safely mitigate the traffic of an additional 1670 vehicle trips a day on Carbon Canyon Road.

At first blush, it looks like the Canyon Crest Draft EIR has identified a number of unmitigatable, unavoidable negative impacts. If that is the case, the City Council can simply turn the project down.
